HOPE VI Properties

North Market Revitalization
The North Market Revitalization program includes 97 units on-site, 156 units off-site, and an additional 100 units of Housing Choice Vouchers (Section 8) for a total of 353 units. The program will introduce 59 units of homeownership on-site through the HOPE VI project and is currently underway. The homeownership units will be named the North Pointe Community and be the first net-zero, HUD sponsored green community in the United States. Net-zero refers to the amount of energy being produced and used by the homes. The amount of energy produced by these green homes is the amount they will use.

The City of Frederick has contributed 4.2 million dollars to be used for infrastructure improvements with the remainder supporting the building of a community center on North Market Street.

This project has fostered partnerships with a wide range of individuals and organizations invested in the future health and revitalization of Frederick's downtown area.

Hillcrest/Catoctin Ridge
The Hillcrest/Catoctin Ridge community now features an additional 60 rental apartments, with 20 public housing Annual Contribution Contract (ACC) rentals and 40 Low Income Housing Tax Credit (LIHTC) rentals. In addition, 29 townhouses will be sold with 22 offered at market rate and seven (7) targeted to low-income homebuyers. Also, there is a community center with a computer lab, community room and meeting space. This development was completed on October 30th, 2007 and is now leasing.

This development is located on a 7.68-acre site off West Patrick St. (the Golden Mile/Route 40) between Hillcrest Drive and Hill Street.

North Market
The North Market project will consist of a mixed income and mixed housing community, offering both homeownership and rental opportunities. There will be 55 homeownership unites which include townhomes and single family homes, 27 Public Housing rentals and 15 affordable rental units. Also, there will be a community center with a computer lab, multi-purpose room, entrepreneurial incubator and office space. This development was completed January 2010.

This development is located between North Market and Bentz Streets and between 5th and 7th Streets.

126 South Carroll
126 South Carroll has 32 apartments and four (4) homeownership units and is completed and now leasing. It is located on the corner of East Street and South Carroll Street.

Lucas Village
The Lucas Village phase of HOPE VI has eight (8) 3-bedroom custom homes for sale. This phase is completed and units are for sale. The Lucas Village is located across from the fairgrounds on Pennsylvania Avenue and Sagner Drive.

Catoctin Manor
Catoctin Manor is a new additional structure to the existing Catoctin View Apartments at 800 Motter Avenue. Connected by walkways and a patio area, the Catoctin Manor senior apartments added 23 senior apartment units (20 single bedroom and three (3) 2-bedroom units) to the site's existing 100 units. Amenities include a small computer lab and community room with a kitchen and vending machines. Catoctin Manor is now leasing.

General Information
HOPE VI is under a very stringent regulatory process by the City of Frederick. The project has been reviewed by the Historic Preservation Commission, Department of Land Management, Site Planning Commission, Department of City Planning as well as meetings with Neighborhood Advisory Councils (NAC) and other public venues.
